First off I would like to welcome you to SP Distribution 101. SP represents Skill Points, and Skill Points are what you receive for training and or completing or even failing missions (if you live on when failed that is). Let's get started on how SP is distributed.
First off, you've your character ranks. And no, having a higher rank than someone does not make you the 'stronger' entity.
This new system functions on the principle of your character's rank dictating the amount of SP they have at their disposal. For example, an E rank genin will have 100 SP at their disposal. When that genin is promoted to D rank, he will receive an additional 50 SP to distribute as he sees fit making his new total 150 SP.
Keep in mind that the numbers you see on our table below are the total SP at your character's disposal! This includes the SP you allocate when you create your character but DOES NOT COUNT academy jutsu and your first two elemental releases!

How it works!
The plan is to move this forum to a more free form system. In many regards, you're given a little bit more breathing room at higher ranks for jutsu, and likely with less work than in the prior system. We hope that people will take advantage of this and spend more time on social and mission-oriented play.
Training no longer exists in its prior form. As you may or may not have realized, you don't explicitly choose jutsu to pursue. You gain jutsu as you rank up and when you rank up. This doesn't mean stop training! All activity will be considered for promotions and will always help your case, just understand that the benefit from training isn't as obvious as it was under the previous system.
Promotions are now handled by team leaders. Quality will dictate your promotions instead of quantity! Your team leader has the ability to promote you up to his or her rank. Team leaders are promoted by administrators based on our opinion of his or her leadership and promotion decisions. In other words, your team leader is key to you either speeding through the ranks or inching slowly to where you choose to be! But be careful, if he or she promotes you faster than you should be, your team leader's promotions will come to a halt limiting your future progression.
You do have the ability to surpass your team leader. This is done by earning a golden headband, or prodigy rank (see "Potential System" below). If you earn prodigy rank, administration will handle your promotions first hand and you either hold the opportunity to surpass your team leader's rank or branch out into your own team.
The Kage rank is effectively equal to Jounin A/S. At these ranks, you are given free license to pursue the jutsu you see fit without concern of SP count. To achieve Jounin A and S will take a considerable amount of work. Kage ranks simply requiring unseating a current Kage, either by challenging them for the title or killing them.
Kinjutsu, Forbidden Jutsu, SS rank jutsu are subject to the same standards of the old system where and when it applies. If the jutsu note states that the ability is likely lost or nonexistent, it means that the ability is either unavailable or must be pursued through missions or training and will not be easy. This is true regardless of your character's rank. An S ranked Jounin, a Kage, a Genin would all face the same expectations for achieving the jutsu. It may involve seemingly countless posts of training or extremely difficult in character tasks. Additionally, all characters, with few exceptions, are restricted to a single SS ranked jutsu.
How To Rank Up
This ranking structure is more or less a grading procedure. The higher you're ranked, it is because of your work ethic ICly. You can either be ahead of your class (A ranked Gennin) or not. Though not being ahead of the class doesn't mean your character is dumb and or weak.
Training Regimens will be constructed for you as the player to take part in. These regimens will vary in difficulty depending on the class you're trying to attain. These regimens can consist of missions or simply learning a certain amount of jutsus or a certain type of jutsu.
Exam Requirements:
Schools IRL go by a credit system, which will allow you to graduate to the next class. Here on /leaf, your rank will replace this credit system.
Universally, you will need to be a rank B to attempt to excel in class (chuunin and or jounin)
